Can't Delete a File AVG left Behind

I had AVG on my PC about a year ago and I decided to clean up my PC and I found a file that AVG left behind and I cant delete it. It says I need admin permission (Of which I have, my PC(Win 7))

I also get access denied when I try and open the file to read it. I was reading around and this file is from the program TuneUp Utilities or something like that and they basically bait you in the buying another program to remove this and it just loops around.

Sorry if post is poorly written.. I just prefer to cut to the chase.

make a USB drive with Linux on it, puppy linux is small and effective.
boot to the newly made thumb drive.
mount the hard drive and go to the files location.
highlight the file and click on the Del key. the file is now toast.
reboot into windows without the offending file.
Linux does not care about windows permissions and will delete the file like a obedient OS.
