Hi,
Can you please tell us the CPU you are using and the temps at which it is running? The 0.3/0.4 Ghz overclock is normal; it is a technology called "Turbo Boosting" that increases the clock of a CPU when there are more tasks to handle.

the .3 to .4 ghz is the cpu running single core speed boost "turbo" or whatever u wish to call it. it only does it though if your cpu temps are fine so if its running the boost ur temps cant be hot.

Ah ok. If the CPU is running lower than 75 degrees celsius it shouldn't pose much of a problem. Try reapplying the thermal paste.
