Micro stuttering in almost every game

my games have microstutter like its at a smooth 60 then randomly my games go down to 57 55 and i can see it. It happens ever 5 to 10 min and its annoying its rare for me to have a game that doesnt drop frames unless it auto saves. I thought it was gpu so i got another one and got the same problem i even got another one just in case and it wasnt the other gpu either. Ive had enough of it i cant tell what is messed up hardware or software idk.

Specs:
gtx 970 4gb (i tried my 1080 gtx and it still stuttered)
i7 4790k
16 gigs ram ddr3

Well I done tryed all that except reinstall windows because I had to do that 3 months ago because of a reboot and select proper device problem I don't want to reinstall again. do you know if it can be hardware related

there is a chance it is hardware issue look for any bent of damaged parts on your motherboard
and try using different components to troubleshoot e.g motherboard,cpu,hard drive

Okay I got whole new parts coming this week so I'll test it. I'm wondering if by chance this don't also fix my solution can I deal with it will harm anything or will it just be a annoying thing because I'm going sli and I read that microstuttering is a thing in sli
