Will Intel HD Graphics 400 stream 4k video without lag issues?

Hi, so I'm building a PC for a friend. He is currently going to be using it strictly for watching TV on (like a home theater pc). His current TV is a 1080p TV, but he's going to be upgrading to 4k in a year, and I wanted to build him a PC that would not need upgrading for 4k. This is a mini-itx pc, and so I was hoping to get away with using just the graphics on the motherboard, which is Intel HD Graphics 400. Will this be sufficient enough to run his TV for 4k video? He's not playing video games, just watching TV and maybe youtube videos/web browsing.

By stream I'd meant open a Google chrome tab and watch Netflix. Also I thought this thread was closed eons ago.

Idk, we never got the build finished. I'd probably buy like agt 1030 if I was going to continue the build tbh.
