It's not overkill btw. You will find a better gpu is always useful for monitors 144hz +. Everyone thinks that once you hit 60 fps that instantly anything more is OVERKILL. If you watch any benchmark on youtube you can see games that get 200 fps and then dip down to 130 and even lower at times. So yes you may be hitting insane fps looking in a certain direction, or being in a certain area of a game, but having the extra head room is always going to raise your MIN fps in any situation.

I personally would change these things.

Graphics Card - I would suggest a GTX 1070 or GTX 980 over that RX 470. If you're gonna spend that much on the other components you really need to beef up your GPU preference.

Case - I like a case with a lot of room for fans, but I don't think that will be a huge issue for you considering you are water cooling your cpu. Case is always preference really anyways.

Power Supply - I would highly suggest 750 watt minimum. Yes you can get by with lower, but the OC'ing capabilities are so much higher with a higher watt PSU. I would go GOLD rated as well if you can afford it!

Storage - SSD's are so cheap now at 240GB range. If you aren't installing like 20 different games at a time with huge space requirements. You should really look into a 240-480GB SSD for OS and installed software currently in use. Then just grab a cheap 1-2TB WD hard drive for storage. Have them both internally plugged in and not have to deal with external storage!

Hope it helps a bit.

GPU:
-Get GTX1060 OR RX480 if you play in FullHD/60Hz
-Buy GTX1070 If you play in FullHD/144Hz OR 1440p

SSDs are cheap now grab one

750W is not necessary since this is not a full AMD config and the latest GPUs are more energy efficient, also your CPU is non K version so no OC.

Ram- Corsair Vengeance LED CMU16GX4M2A2666C16R 16GB (2x8GB) DDR4
CPU- Intel Core i5 6500
Graphics Card- MSI Radeon RX 470 Gaming X 8GB -> gtx 1060 6gb or rx 480 8gb (1070 is obsolete and made for 2-4k)
Case- Phanteks Eclipse P400 Window Satin Black
Cooling- Deepcool Gamer Storm Maelstrom 240 -> try to get the cryorig h7 its the best budget cooler
Power Supply- XFX TS Series Pro 550W Power Supply -> make sure you get the gold version that one is hashwel certified.
Motherboard- ASRock Fatal1ty Z170 Gaming K4 Motherboard -> your cpu is not overclockable keep that in mind but your motherboard is.
Storage- Seagate Barracuda 2TB ST2000DM006-> (get a ssd, 250gb minimum 120 is too small nowadays)

if u got any questions post them:)

What CPU do you suggest if i wanted to overclock, keep in mind that this is my first pc build and i have no idea what im doing

well it depends honestly, the difference for ocing isnt that much for gaming, however it will make a difference in livestreaming and rendering times.
also look at my other tips i posted earlier :)

edit: talking abotu the peformance difference between the 6500 and the oced 6600k

Which benchmark exactly because the impact of overclocking is different in each game. You might not see any gains at all in GPU bound titles but there is plenty of gain (10% and upwards) in CPU bound titles, so your comment was kinda ignorant.

this video buddy :) https://www.youtube.com/watch?v=MrfTcXQlsbs ofcourse our opoinions may vary but if we add its all up z170 board instead of a h170 board a 6600k instead of a 6500 and andother aftermarket cooler for the 6600k is for me not worth the 120+ dollars/ euros

For sure, but it really doesn't hurt to have the head room of a 750 watt psu. Especially when they aren't that expensive. And you can get great OC on just air. I've got an fx 6300 OC'ed to 4.5ghz and never reaches 50C* under load with a just a standard NH-U9B SE2 cooler. The gain is any where from 30-40 fps in the games I play from the standard 3.5ghz clock, so I don't see how it wouldn't be worth while for him to OC an intel cpu that already works better?

So let me get you straight "buddy" you said OC has no effect on gaming yet you link a video where in certain titles there is a clear 20 to 25% gain in FPS compared to stock CPUs. And as I said in GPU bound titles, like BF4 single player for example there is 0 gain and that stands true. They should have tested some really CPU heavy game like PlanetSide2. Also they did this with an OCd 6500 which is not available anymore unless you downgrade your bios. I don't know what to say buddy.

Ive changed it a bit
Ram-Corsair Vengeance LED CMU16GX4M2A2666C16R 16GB (2x8GB) DDR4
Cooling-Deepcool Gamer Storm Maelstrom 240
GPU-Gigabyte GeForce GTX 1060 Gaming G1 6GB
CPU- Intel Core i5 6500
Case- Phanteks Eclipse P400 Window Satin Black
Motherboard- ASRock Fatal1ty H170 Performance Motherboard
Power Supply-XFX TS Series Gold 650W Power Supply
SSD-Samsung 750 EVO 250GB SSD
Storage- Seagate Barracuda 1TB ST1000DM003
Extras-PCCG Sleeved Cable Extension Kit Red

yes, its really good 3 things i would personally change..

1) cpu cooling , really an aio cooler ? despite you cannot overclock... i would just get a cryroig h7 deadsilent and 35 dollars.
2) from the money i saved i would get a samsung 850 evo 250gb instead of the 750
3) maybe if u saved enough money grab yourself a evga supernova g2 550w psu (way better for cable management)

thats all

The 1060 is good, but I still suggest a 1070 if you can afford it. It will definitely be worth it paired with everything else you have. In the end it is up to you. Good luck on the build!

Hes gaming on 1080p. A 1060 can max out everything in ultra, so why would he get a 1070?
If he decides its time to move on to 4k (in 3 years or sooner) alot of better cards will be out and dropped in price.

whats the point?
