4770K require me 1.36v to stable at 4.4ghz ( what should i do ? )

Mobo : Z87-PLUS
I7 4770K
1600MHZ RAM
1.25 cache voltage , 2.1 bus ring , 1.36 voltage
what should i do to lower that voltage ? i wanna hit 4.5 becuz with 4.5 it can fully handle my GTX 1080 ( i always got fps drop at stock speed , then i decided to overclock it to 4.5 but it require me 1.435 voltage to stable ) with 4.4 ghz my minium FPS still can't handle vsync @ 144hz i'm Playing Rainbow Six Siege My Room Temperature is 16 *c ( with Aircon ) and at 1.36 voltage @ 4.4 ghz idle around 30 - 36 *c and gaming around 60 --> 65 *c
 
Solution
Sounds like you got a bad draw in the bin lottery. Some chips don't OC very well.

Back off your RAM. Whats your RAM clocked at? Bring it back a bit and it should help stabilize your CPU

Because i search on google and they said 1.3 is really high ( 4.5 ghz ) and what i got is 1.36v at 4.4ghz and i use the air cooling

i tried to bump my cpu to 4.5 ghz at 1.435v and i can play R6 with vsync and stable at 144fps , with 4.4 ghz , my game can't stable with 144fps with vsync , i tried to bump 4.5 at 1.3v i always got blue screen , even with 1.4 v , i have to push it at 1.435 v to stable it

my ram clocked at 1600mhz , i will try to lower it and see if i can push to 4.5 ghz or not
