Ram slot not working new or old ram

I just recently got 4GB of ram memory and tried to install it. After taking one of the old ones out and putting the new one in it wouldn't turn on, I tried putting one in the top slot and turning it on and it turned on but when I put one in the bottom slot the on light turned on but the screen did not.

I tested all the ram cards and they all worked. I have a Toshiba Satellite C655-S5049. I Think it might be caused by ESD. There are no beeps with old or new ram installed in either slot. The ram is firmly secured in the slot and still nothing I checked the plug-ins as well. I could really use some help whether I need to buy a new motherboard or not I just need to know.

Forgot to add that the new ram and old ram are both PC3-10600S DDR3

Another thing, even when two ran cards are installed it still won't turn on.
 
Solution
Being a laptop rather than take it apart, try a hard reset, remove battery, unplug and hold the power button for about 30 seconds, then try installing the DRAM
Hello... Typically you should remove the MB battery and jumper the CMOS clear/reset pins... remove jumper and replace the battery... place the Ram sticks in desired position and boot to the BIO's... this make the BIO's re-read your Memory sticks and set new communications with them, into the CMOS.
