Red VGA_LED, Possible dead GPU or Motherboard ?

So, i've been in this literal nightmare in this past few days and this is just driving me insane right now.

I'll start by posting my build.

CPU: AMD FX 8320
GPU: XFX R9 280
MB: ASUS M5A97 EVO R2.0
RAM: HyperX Fury 1600Mhz 8GM Ram
PSU: lc power 650w lc6650gp3 v2.3
SSD: Crucial MX200

So one day, i decided to turn on my pc and it simply didn't turn on. The motherboard's green LED would turn on but the rest of the computer wouldn't. Then, i pressed a button called "Mem_OK" on my motherboard and the pc powered on.

Next day, same issue again. Computer wouldn't turn on. Motherboard's green LED would turn on but the whole computer wouldn't. But now, when i tried the "Mem_OK" button, the computer wouldn't turn on like it did from yesterday. I tried everything, and i noticed that the computer would power on if i removed the GPU's power pins. Everything would turn on but of course the MB would detect that the GPU was missing. I placed the GPU Pins back in again, still no power up. I noticed a button called "Bios_FLBK" and out of curiosity i pressed it and a flashing LED came up. I pressed the power button and the computer turned on perfectly. I assumed the issue was gone. Everything worked as it should. I could turn the computer on and off without running into the same problem.

Next day, i power up the computer, and i notice the CPU_LED is red. I did the same thing i did previously, i press the "BIOS_FLBK" and the issue is gone. Everything goes smooth later.

Next day...(today) I power on the computer, everything works, i open a game, start playing and 45-1h later my screen goes off. The audio began to loop and it seemed my PC froze. The LED's on my mouse and keyboard were still on. I tried to reset by pressing the reset button but the audio loop was still there, it seemed not to work. I turned it off. And power it up again. But i get no response on my screen. I open up the computer and i notice that the VGA_LED is red. Every time i try to boot the pc, everything powers up, fans run and everything looks fine the the VGA_LED is red and i get no response on my screen.

I don't think the problem is from my PSU. i did the paperclip test and it turned on just fine.

Everything i tried so far...

Replace the CMOS battery
RESET every cable and every PC part, basically i removed everything from my pc and build it again from scratch
Switch the GPU to the second PCIE x16

And nothing worked so far. Am i facing a dead GPU or a dead Motherboard ? I overclocked in the board before and i used settings to control the voltage on the CPU, i ran it at 4.5ghz stable basically for a whole year. I also had the GPU overclocked, can't remember how much it was overclocked but the temperatures were absolutely fine. I wouldn't get past 55ºC on the GPU and the CPU wouldn't get past 50ºC mark and its cold where i live, even in the summer.

UPDATE: I noticed the computer boots up, i even navigated to my music folder using my keyboard (with no screen) and the sound was working. I guess this pretty much confirms the issue is with the GPU ?
