CPU i5 4690k Faulty?

Did the OC take? Look in CPU-Z at the CPU tab and check what it shows next to Multiplier in lower left
I did the overclock on that time but the CPU Clock stays 3900mhz. Now I have this image again I change it back to default but it shows different. https://s13.postimg.org/8h3epudcn/image.png
What is wrong with my CPU? i dont know why it happen like this.

Hello guys, I've been playing The Division but this problem occurs on my rig. I played The Division for hours but what I experience is stutter I have i5 4690k as mentioned above I OC'd to 4.4ghz but I dont know why I feel this stutter. My CPU is always at 98-100% of the time. Can you guys help me how to resolved.
