New build sometimes hangs at VGA_LED pre-post but can boot and run without issue. PLEASE HELP!

Please help, new build has been working fine but now sometimes fails to post/boot and the solution is only to pull the CMOS battery, though it isn't working now even then. Specs:

Asus Z170-A
6700k
Corsair 2x8GB Dominator Platinums 3000
EVGA 1080 FTW
Samsung EVO SSD
750W Gold PSU
2 Older but working WD HHDs

System built and worked perfectly. Small debugging of some windows-software issues but after all fixed working great. Watching 4K files, streaming 4K, downloading files, running high-end games at 4K- you name it, it worked fine. Just was on for 40+ hours and worked fine all the way through.

About a week after the build was set the VGA_LED red light stayed lit pre-posting and then the system shut down and attempted to restart, and got stuck in this cycle. All before anything on screen or the USB KB lit any lights. Solution was to pull the CMOS battery and reset, then go through BIOS and it would post/boot. After a few days and multiple shut-downs and start-ups again it happened again. Okay, redo above. Thought maybe it was a bad OC so I didn't OC after one time, still happened a few days later. Now VGA_LED TO ME seems like it should be a problem with my GPU. Here is everything I have tried:

Undid OC of GPU
Uninstalled and reinstalled all GPU drivers
Tried a new PCIe slot
Tried with the GPU not plugged in at all
Made sure all cables were secure
Tried no OC of anything
Tried stock settings of the MOBO BIOS options
Prayed

I seriously am at a loss. What else can cause the VGA_LED to hang on red before attempting to post and then shut down and re-start? Happened again today and even pulling CMOS battery I can't get past when I am forced into the BIOS and save and exit- just happens again. Remember, once it does boot it works flawlessly. I cannot figure out what could be doing this. Is it a faulty MOBO? I really don't want to have to RMA it because I am fearful of pulling the CPU out and re-doing the thermal paste. Please advise I have no idea what to do anymore.

It ranges from 12.096-12.192. I see it in the monitoring section. Please advise next step.

Really would love more attention here. Someone please advise options. I am going to try a reset of bios software and update of it as well. Also going to look into fast-boot as that can be a problem. It must be software related or PSU related I think because when it does boot it has zero problems. But I would really appreciate some help here
