BIOS won't recognize RAM, CPU-Z Does

I've been browsing many forum posts and I can't seem to figure out what's wrong with my situation. This is the second time I try to upgrade my RAM stick and my computer does not recognize it.

I have a standard HP 750-114 I've upgraded with a power supply and a graphics card. The next thing I wanted to upgrade was the RAM. It came with 12GB and I wanted to upgrade to 16GB.

However, both times upgrading my 4GB stick, the BIOS/Control Panel does not recognize the newly installed stick. The two RAM sticks that work with my computer are a Samsung 8GB and a 4GB Hynix. The one I'm trying to install is a Crucial Ballistix 8GB stick.

What I've realized is that when I switch around the sticks between the slots and check the BIOS, the Samsung stick always gets recognized and the Crucial does not, but still in CPU-Z the Crucial stick comes out.
Does it have to do with the amount of volts it draws compared to the other sticks? Or is it that the two sticks I have bought just happen to be faulty?

I am on Windows 10, and I have updated my BIOS this past week.

I just checked and the Samsung requires 1.35V and the Crucial requires 1.5V. I don't know how to check how much either is receiving, but I don't think this is the problem anymore. I think it has something to do with how the old sticks are made vs the Crucial one. I think what I have to do next is buy another 8GB crucial stick

If you look at the RAM specs I posted, under the "Timings Table", all the categories are different for both sticks. However, when I plug my old 4gb stick back into the computer, it has the same Timings Table as the Samsung. I'm not really sure what any of this means to be honest!
