You can try grabbing the best frame from the vid using a video editor and messing with sharpness/saturation settings and whatever else you can find, but that's probably as good as it gets. It takes different shades of the colors and makes them darker or lighter, sort of drawing a line in the sand to help focus the object. For example, a grayscale photo with a square is actually many squares called pixels, which when zoomed in on look jagged like a set of stairs. Making the gray ones either black or white can help you see an object slightly more clearly, but it's not guaranteed to produce the digits/letters you want to see. That would depend on two things: Your software and skill using it, and the original photo (which in this case...

If you're a Linux user you can obtain some decent software for free, or if you're willing to shell out some cash you might find a program solution on your Apple MAC. Good luck.

I have a 4 camera system. A license plate is mostly unreadable past about 18 feet.
There is no magic for this.

With proper skill and software, someone *might* be able to extract some or all of it.

But we can't talk you through the process.
And from your pic? Highly doubtful.

Give the video to the cops and let them sort it out.
