in my country Dell OptiPlex 990 MT Desktop Mini Tower i5 2400,RAM 8gb (IN USED is 200$)
and Dell OptiPlex™ 7040 MT Mini Tower i5 6500,RAM 8 gb is (435$ with 3 years warranty) what should i buy? if i buy dell 990 MT i5 2400 my 230$ would save and i will able to buy a decent card.I currently have GTX 750non ti so by saving 230$ i will able to buy a gtx 1060 with i5 2400 OR if i buy dell 7040 MT i5 6500 i can't buy this great card and will be on gtx 750. So what should i do?

You should check the PSU that comes with the 990 MT first. The 1060 calls for at least a 400 watt PSU. You should also check to see if the card will physically fit into the case. Dell's often have a custom bracket that interferes with full length cards. And finally, older Dell's may not even support newer cards, they're somewhat notorious for that with their BIOS.
