You could reach as low as 400 bucks and still get a decent gaming build.

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i3-6100 3.7GHz Dual-Core Processor ($110.99 @ SuperBiiz)
Motherboard: ASRock H110M-HDS Micro ATX LGA1151 Motherboard ($51.99 @ SuperBiiz)
Memory: Team Elite Plus 8GB (1 x 8GB) DDR4-2133 Memory ($34.99 @ Newegg)
Storage: Hitachi Ultrastar 500GB 3.5" 7200RPM Internal Hard Drive ($33.25 @ Amazon)
Video Card: Gigabyte Radeon RX 460 4GB WINDFORCE OC Video Card ($119.46 @ Amazon)
Case: Zalman ZM-T1 PLUS MicroATX Mini Tower Case ($24.99 @ Amazon)
Power Supply: EVGA 430W 80+...
If you can afford it, go with a skylake i3 with DDR4 ram and a compatible motherboard. That will perform better, and offer you a much better upgrade path than your current build. AM3+ is about to be phased out of the AMD processor line, and it wouldn't be wise to invest in that line right now. I built my brother an i3 rig for about $200, if you can afford that.

Additionally, I'd get a better PSU. The 750 Ti is an awesome budget GPU though, unless you are willing to take a gamble and wait around for the 1050.
