Low FPS/Underperforming R9 280x?

I have a Sapphire R9280x that I believe, is severely under-performing.

It has always been a little low on FPS, but didn't start researching until recently.

While running 3DMark (timespy) I am only getting ~17FPS

MSI Afterburner specs under load:
GPU temp maxed @ 64
GPU Usage: 99% (constant)

I have updated GPU drivers and flashed my BIOS..

Specs:
AMD FX-6300 Six-Core
MSI 760GMA-P34(fx)
Vapor-X R9 280X 3G D5
16gb RAM
Corsair 600W PSU

I am at a full loss of what else to try.. I am wondering is it possible that there is not enough power driving the card/board?

Temps are fine, just as they were with the R9. FPS picked up a little, maybe about +10 FPS on Timespy benchmark--not as much as I would have expected.. Still on the fence with keeping it. I dislike purchasing parts one-by-one, usually in lengthy time periods.

You know what they say: A chain is only as strong as its weakest link
