750w Power supply unit Choice

Hello Guys! i'm building a rather old computer and wondering if it's ok to pair it with a 750w psu. And will this psu increase my electricity build.

I'm thinking of getting a Fsp RA 750S 80+ Silver a 750W PSU. Normally I would just get a Corsair VS550 or the Seasonic S12II 520W because I think the pc i'm building would only draw 300+W. But the Fsp is way more cheaper than the corsair or the seasonic in my country. It only cost about $39 while the corsair cost $47. Fsp is a reputable manufacturer i think.

Asrock H81 VG4 R 2.0
1 8GB ddr3 ram stick
1 SSD 1 HDD
Stock HSF
2 120mm case fans
RX 460
i5 4460

No overclocking. So guys what should I get? And if I get the 750w will my power bill increase compared to if I got the 550w? Also, is it safe to use a 750w on a pc thats only using like 350w?

Help me please. Thanks!
P.S This is my first build so I don't know much about it.
