Infinite Loop New Ram (same brand / memory / timings)

Specs (w/ old working ram) :

MB : z87x-oc
Ram-Vengeance DDR3 8gb 1600mhz (2x 4gb)
GPU -GTX 970
CPU - i5 4670k
HD : SSD Samsung 840 120gb, Western Digital WD1002FAEX WD 1TB
PSU: EVGA Supernova 750g2
Monitor : BenQ xl2411z
These components are all new (2 months old give or take, with the exception of the CPU &harddrives ≈ 2.5 years)

I've been having an issue of endless loops with not just one set of new ram - I purchased a G Skill Rimjaws X 8gb (2x 4gb) Model : 12800cld8D and another set of Vengeance ddr3 1600mhz 8gb (2x 4gb) Model - CMZ78GX3M2A1600c9 (these timings are the same as my old working rams timings ---> 9 9 9 24

-Second issue : Occasionally monitor not booting up (light remains orange, no indicator of 'no signal')

AND

I put these rams one stick at a time, one socket at a time, and none worked. I cmos'd it each time, too.

It endlessly reboots before the bios screen. Putting the old ram in works perfectly fine. Since I bought two pairs of different ram and neither works, I doubt they are all (4 sticks) at fault.

One more symptom : Occasionally, when I boot up the PC, the monitor won't boot up and the mouse won't power up (its a razor naga --> turns blue when its on (simultaneously with monitor) (everything else working - fan gpu and hdd lights are on, cpu fan spinning
(happens with default bios settings too but much rarer)

When the monitor doesn't turn on, the motherboard speaker makes no beep, but when it does turn on / boots fine, there is a single beep sound upon bootup.

This issue (monitor not booting) took place even before my new pc components. The only parts that are the same/old are the cpu & harddrives (and i guess ram since the new ram doesnt even work)

Now, the monitor is also new, but the issue happened with my old monitor too (so it wasn't the monitor, I guess). A few months after it started, my old monitor died (3 + months ago)

This was the actual original reason I wanted new ram anyway

Not sure if the two issues are related, but there you go.

Summary: : Monitor sometimes doesn't boot up but the pc doesnt loop (with old working ram) and all new ram seem to not work even with cmos (All components are new 2months give or take except the harddrives and CPU which were present when the monitor issue started

Update : With default clocks on the cpu/ram, the monitor issue is much more scarce. Only happened twice or so in the past 2 weeks.

I'm not mixing my old ram with the new. I have tried it with two different sets of ram (both used only with their counterpart pair - no mixing between models).
