No signal from graphics card

Hi there,
I'm having some difficulties with my brothers PC,
Just yesterday he turned on the machine and he couldn't get a signal on his monitor at all, from the graphics card (R9 270) which concerns me. I did attempt to change the hdmi cable, and tested both the Displayport and dvi port, all of which had no effect. I tried linking the PC to my TV which also had no effect.
The next thing I attempted was to open the PC and check if the fans are even running, which they all were, even the graphics card.
I tried swapping the graphics card to a different PCI lane which was also not the fix.
My main concern is if I do purchase a new graphics card and it turns out to be a RAM or CPU fault, then it would be a waste of money.
Could anyone point me in the right direction as to what I should do?
I have experience with computer components, I'm just not sure as what to do to diagnose the true fault whether it be RAM, cpu or gfx card.

Best way to check is to put a different GPU in and see if it works. Other than that you could try plugging into the onboard graphics, boot to BIOS and see if the card shows up, if not its probably a bad card, especially since you already tried multiple lanes to rule out a bad lane.

If you can boot to BIOS and the card is there, go ahead and boot and install any necessary drivers, and uninstall any old drivers (I assume this is not a fresh build). I don't have a ton of experience with AMD cards but I hear that if you have old drivers the new card won't work.

If the card had been working previously it is most likely a hardware issue, but if you put it in brand new and could never turn it on my money would be on there being old drivers...
