Cpu at 100%(power usage help)

I would like to know that when the cpu is 100% is that mean that the cpu uses the most power(electricity) he can? For example I'm having an older AMD athlon proccesor and his power is 65W. Is that means he uses this much power or close to it at 100%? And it's really often at 100% because it's old pc. I'm having trouble wathcing HD videos on youtube with this. And I'm buying new pc with i3 6100 proccesor with 51W power. So pretty much I have same question, will it use that power at 100%? And do you think I will pay less for electricity with new cpu?

The new skylake 6100 chip will not run at 100% at all times just watching youtube videos. Gaming on the other-hand, might be a little power hungry. But the 6100 is a large upgrade from an AMD Athlon.

Thanks guys. It's really annoying to be on youtube and you can't watch 720p60 videos or 1080p...720p is a limit for me. Everything above is unwatchable and very lagy
