Bad FPS with good PC?

Haven't really used this site, iv'e just saw forums in the past and most people seem very helpful. Basically I have a pretty good PC, especially for the games I play. But the FPS seems like its a little low for my build. Its playable, but my friend has the same GPU and he runs almost 200 more fps than me.

Specs:
GeForce GTX 1060 6GB
Intel i7-4770k @ 3.5GHz
16GB Corsair Vengeance (8x2)

Right now I average 100 - 150 fps in Counter-Strike. I have a 144hz monitor, and being serious at the game more FPS helps a lot. My friend (with the same gpu) gets about 400 constant in the game. So i'm a little confused as to whats going on.

The only thing I can assume from reading other posts is:
1) Bad hard drive. Which is true, I don't have the best hard drive, but would it be causing this to happen? I don't currently have an SSD, but if it will fix this problem I will buy one.
2) Not enough PSU power. Right now I think I have 650w, and after doing a little research it seems like its enough.

Any tips will help :D Just bought this GPU because my other one started overheating.

A 'bad' HDD is a possibility, but if it were failing, you'd see further symptoms.

A "650W" PSU should be more than enough - but quality matters more than wattage.

Have you removed all history of GPU drivers? And clean installed the 1060 driver?

Yea I did that right when I got the GPU, didn't really see much of a difference :/

I tabbed out when in CS:GO and just checked tast manager, not sure if theres a more accurate way to check. But yea between 10 - 20%. Physical memory was at 30%.

I mean i'm pretty sure, 150 fps seems high for built-in graphics anyways haha. GeForce Experience says im using the 1060
