I bought a AMD FX-8320, and the stock cooler seems to have pre-applied thermal paste. Is that even possible? Here is a picture.

If that is indeed thermal paste, is it good enough or do you recommend to apply more on the CPU?
Also, I somehow touched that sticky surface when I took out the cooler from the box, is that a problem?
