Okay so my Model will be built off clevo p775dm3-g with 2 screen options- 1080p and 2160p..processor is going to be i7-6700(non k) and the GPU will be gtx 1080 ..
Will 4k be advisable on a 17 inch laptop with gtx 1080 ? What frame rates am I looking at with the mobile version of the card ?
Will 4k be relevant at that screen size or should I stick to FHD ?
Will I notice haziness/fuzziness upscaling 1080p to 4k on a 17 inch screen ?
Do other resolutions besides 1080p scale well on 4k displays ? For example can I scale resolutions like 2560*1440(qHD) or 2880*1620(3K) properly to 4k ?
Will g-sync eliminate stutters if I disable v-sync for unlocked frame rates ? I'm pretty sure I'll be below 60 for many games, but rarely below 35..
Also if any of you are familiar with this particular clevo barebones chassis-
will I get some over clocking headroom for the GPU?
Should I go in for a core i7-6700k and overclock it,or do you recommend I stick with the i7-6700 for this machine ?

If it's giving you two options for the laptop screen before purchase, it's not upscaled. It will be true 4K, and should look fine.
As for which option to choose, it depends on rather or not you can see the difference. If you can sit there and pick out pixels on a 17 inch 1080P screen, it might be worth it. Also, with higher resolutions you can see far away objects better in games.

The GPU will be good enough for 4K gaming, as long as the laptop has sufficient cooling.

If you get lower framerates, you can always just play in 2K or 1080P instead. (Or you can turn down some graphics settings.)

The i7-6700 should be fine, as long as you don't care too much about overclocking.
