Computer has lag spikes every few minutes and effects fps in games.

I've been recently having problems with not only my fps in game but lag on my system in general. Every few minutes there seems to be a spike of lag, in game i notice it on my FPS reader. It goes from 60 to around 20 for a second then goes back to normal.

I've noticed that this happens when just using the computer normally as well, it's easier to tell when watching videos as the video lags for a second and is then normal.

I dont think this is a GPU issue but im not sure what else it could be. I've been thinking that maybe it could be a throttling cpu, bad RAM or a HDD problem but im not entirely sure.

CPU: AMD fx 6300
MoBo: GIGABYTE GA-970A-UD3P.
OS: Windows 10
HDD: 1TB Seagate Barracuda Hard Drive 3.5" SATA III - ST1000DM003
RAM: Ballistix Sport 8GB (2x4GB) 1600MHz CL9 DDR3
GPU: Radeon R9 270x
PSU: EVGA 500W

Sounds most definitely like thermal throttling.
What CPU cooler do you have?
Do you have any overclocks?
Run some games and run MSI afterburner in the background, if any of your CPU/GPU temps get into the mid 70s let me know, as at this point they may begin to thermal throttle.

I have a stock cooler but am looking into an aftermarket soon.
I haven't overclocked at all as i didn't want to try it without a new fan.
A couple of days ago i applied some new thermal paste to see if that would help. Thinking back i may have put too much on, could this be an issue with the heat?

Not really, as long as you haven't absolutely caked it in the stuff to the point where its leaking out the side you should be fine.

Get back to me on temps and we can work out a solution.

Ok so after checking the temps, i am currently on an average of 62 degrees with a few tabs open and some programs like skype and the League of Legends client. In game this temp could easily go to 70+.

I have another hardware monitor but that seems to be broken as that displays the cpu being 27.

I have been playing games for a few hours now so it has had time to heat up but based off these readings the heat appears to still be a problem.

EDIT: Forgot to mention that the GPU temps never really go above 50, it idles on 35.

Okay, that's really high for idle....
They shouldn't have any residue heat after dropping to idle, temps cool really fast.
I can go from 73c on my FTW 1080 to 30c no problem 10 secs after closing all games.
Run a graphically intensive game and let me know what the temps are on afterburner, I highly doubt FX 6300 temps would ever be 23c even at idle, disregard that program.

That might be a 23C from thermal limit reading, which would make more sense. This is AMD after all...

The temps in game were an average of 70 so it doesnt go up much.

I have also heard that to help throttling, turning off cool n quiet is a good idea. Would you recommend this?

Cool n quiet is perfectly fine, as it manipulates voltage based on thermals.
Turn up your CPU fan profile by downloading Speedfan and going into Config, also ramp up your GPU fan curve in MSI afterburner.

I installed speedfan the other day but didn't have any luck with figuring out how to use it. Once in config where should i go and what exactly should i make the new speed. [strike]Also, couldn't i just turn up the fan speeds in MSI afterburner rather than do it in speedfan or is that only for the GPU fans?[/strike] Just realised what i asked, ignore my stupidity

Oh, and i forgot to mention before that in game the GPU temps didnt exceed 45c so that seems to be all good.

Ok so i ended up getting a new cpu fan, the drops haven't been as dramatic but they are still there which is a pain.

However, the temperatures have dropped do to an average of 20c idle and around 26c when in a game which is good.
