I've been recently having problems with not only my fps in game but lag on my system in general. Every few minutes there seems to be a spike of lag, in game i notice it on my FPS reader. It goes from 60 to around 20 for a second then goes back to normal.
I've noticed that this happens when just using the computer normally as well, it's easier to tell when watching videos as the video lags for a second and is then normal.
I dont think this is a GPU issue but im not sure what else it could be. I've been thinking that maybe it could be a throttling cpu, bad RAM or a HDD problem but im not entirely sure.

CPU: AMD fx 6300
MoBo: GIGABYTE GA-970A-UD3P.
OS: Windows 10
HDD: 1TB Seagate Barracuda Hard Drive 3.5" SATA III - ST1000DM003
RAM: Ballistix Sport 8GB (2x4GB) 1600MHz CL9 DDR3
GPU: Radeon R9 270x
PSU: EVGA 500W
