Is my CPU bottlenecking my GPU?

First of all, thanks for taking the time to read, and for possibly providing me with a solution to my problem!

CPU: i5-4670k OC'd to 4.0ghz
GPU: NVIDIA GTX 1070 (reference card) OC'd to +220 Core Clock, +550 Memory Clock

When playing games like Battlefield 4/1, Hitman, DayZ or any somewhat CPU intensive game, my CPU usage maxes out to 99-100% and my GPU usage only gets up to around 45-80%. My FPS is also lower than benchmarks that are using specs similar to mine, and I'm getting some FPS stutter. CPU usage stays at 99% most of the time.

This makes me think it's a bottleneck, but my friend (who knows a lot more about hardware than I do) says that the 4670k should definitely not be bottlenecking my 1070. I have no clue what is going on and it's really bugging me.

Some extra info: my GPU temp is usually around 70 degrees, power limit is 108% and it's usually not being hit. So I don't think it's the GPU's fault.

So you're saying a CPU upgrade should do the trick? It's a lot of money to spend on something that may or may not work :(

the i5-4670K definitely doesn't bottleneck a 1070. you might want to clean up your PC a bit, something is causing your CPU to hit high usage because it shouldn't be like that.

are you experiencing frame drops or stuttering?

Are you gaming on a 144Hz monitor? Do you demand frame rates of 144 fps? Then the video should be proof that the i5-4670k will struggle. If you don't game at 144 Hz, then that's not the problem. Something else is at play. Because the i5 will handle lower frame rates easily with that card.

Sorry for the late reply, and yes I am experiencing frame drops and stuttering. I have no idea why my cpu is hitting 100% at all times. I'm not having heat issues. My temps are fine :(

There isn't a cpu on the market right now that wouldn't struggle to maintain 144fps in games like Witcher, BF1, Crysis.. you're going to cap at 99% usage way before 144fps. But he's stuttering.

Is that wrong? That's just the reality of the market right now, yea? If u demand 144hz, go 1080p.

My best bet would be to overclock your cpu as hard as you can and find it's limit. That's really your only option.

Now if your stuttering, I have no idea why or how to fix it besides maybe capping ur fps through software to artificially limit it from pushing itself hard.
