CPU stuck at 100% usage

A month ago my computer started running with the CPU usage at 100%. It doesn't dip. It doesn't ever change. There's no specific program that is using it. It changes to whichever one is active at the time, using the other programs to spread out the workload and continue to max out at 100% use.
I've used malware and virus scanning. I've closed every program but the bare minimum. I've cleaned out all the dust from my computer. The temperature of the CPU sits at ~50C. I reformatted my computer, and even disconnected from the internet right after reformatting it, it still uses 100% of the CPU.
My computer will often freeze at random times(more often when I have more programs running) and the internet connection also gets cut off while it is frozen, disconnecting me from servers and games. They usually last for a few minutes and still allow me to move the mouse around, but clicking does nothing for a while.
Sometimes it also freezes, repeating the last few milliseconds of sound and not doing anything until I do a forced shutdown.

Using an Intel i5-2310 with a Asrock Fatal1ty P67 Professional motherboard.
