Internet connection cut in half probably because a telephone line issue.

Hello guys , well i live in an apartment witch is on the second floor.

My current Internet speed from my provider is 24kbps , now because of my internet not being that good the max i can get in my area is 11kbps according to what my provider is saying.
Now the issue is that at the entrance of the building there is the box with all the telephone lines coming from the street and then spreading across the building floors.
On the first floor my cousin witch has the same network provider modem reports 11kbps download speed.
On my floor my other cousin with the same internet provider has again 11kbps.
And at the box in the entrance of the building MY phoneline witch i tested reports 11kbps.
The issue is that on my apartment my modem report 5 kbps to a max of 5,9kpbs some times.
So my conclusion is that there is a problem with the line between the entrance of the building and my apartment.

What i want to know is, if the only thing that i can do is call a technician to come and check the phone line, or there is a way i can test it and find the problem on my own.

Yea its mbps my bad and of course i am not using wifi mate,ethernet cable.




Its Dsl and yes modem has a diagnostics tab witch only contains traceroute and ping tools and i am in advance mode.

Yea its the same setup mate.
I installed them all my self.
Isnt there a chance of being a problem with the wire that is going from the entrance of building to the second floor??
