Steam updates (not downloads alone) makes my storage drive go to 100%

For an unknown reason steam updates will make my disk activity go to 100% but it is not writing or reading anything. the response time to the drive also maxes out at around 200 - 2000 MS and makes it any file that is bound the drive useless.

I'd advise you try swapping the SATA cable connecting this problematic HDD of yours and also check how it would perform if you connect it to another SATA port on the motherboard. Afterwards, check what the transfer rate of the HDD would be because your results show that it's very slow. It's not uncommon for HDDs to experience such bad performance due to a failed connection. Does this occur only when you are updating Steam or is the 100% HDD usage a constant issue?
If it's only with Steam Updates, then I'd recommend you check how the HDD's performance would be after you turn off the Steam Updates during Gameplay. You might as well check what is your bandwidth during downloads in Steam through...

So, i changed all the Sata cables and made sure i did not have any physical damage on the ports. no changes. i then updated my Bios, formatted my drives and made a clean install of Windows 10. the problem is now gone. i suspect that a combination of corrupt drivers / OS. the problem was just weird since it only occurred when it was trying to write / read something at a high rate.
