144hz monitor or new GPU?

Hi guys. I'm finding it hard to decide between a new monitor or a new GPU so I was wondering if you could give me any tips/advice.

I currently have a 60hz Samsung B2230 which is like 5 years old and it has a small problem of displaying like almost invisible horizontal lines during gameplay so I've been thinking of buying a new one (more specifically a 144hz ASUS VG248QE).

This is my current build:

CPU: Intel Core i5 4690k @ 3.5GHz
• GPU: Nvidia Geforce GTX 750Ti 2GB
• RAM: 8GB
• Motherboard: ASUS H81-Gamer
• OS: Windows 8.1 Pro

Now I can't stand playing any game on any other resolution besides 1080p at least and my current GPU struggles in some games such as GTA V where I play on Normal at 1080p. Even in those settings it can't stand a steady 60fps rate since in some areas (like in the middle of the forests) it drops the frame rate quite a bit. The GPU I was thinking of buying is the new Sapphire RX 480 Nitro+ OC 4GB.

So, considering everything I've stated what would you guys go for first? The 144hz monitor or the RX 480?

The games I currently play the most are Rocket League, GTA V among others.

[strike]I thought my ~6 year old monitor was going out because of lines on the screen, but it was a bad cable. I replaced the cable and all was well. This may not be your issue, but it's at least worth a look.

As far as which one to get first would depend on whether or not your monitor is going bad. I'm not sure if you have a backup screen, but it's kinda hard to use a PC without a monitor.

[strike]*Also, you sure it's not vsync (or lack of) with the horizontal lines, since it's only in gameplay. My screen with the bad cable was all the time lines, not just in gameplay.[/strike]

I replaced the cable two times and that issue persists. This happened on my older PC as well. And no, I don't have a backup monitor. I don't think it has anything to do with vsync either since I see the bars whether if it's on or off.
