Best PSU for an i5 6400/R7 250x combo?

I sent my friend my old R7 250x and he needs a new PSU as his doesn't have a 6 pin adapter. I was wondering what would be the best PSU for a low price? I recommended the EVGA 450 B1 but I'm sure there are better options.

EVGA low end models like the 400w , 430w , 500w , 500w B aren't good power supplies , this is a great one made by SEASONIC.
