RX480 Bad FPS, GTX 1080 even worse.

Hello, I am having a lot of trouble with my first computer build...
I purchased all new parts because my cousin spilled 7up into my other computer... So RIP gtx 570. (Was Time for an upgrade anyways.)
So first I bought a gtx 1080. I got around 30-40 FPS on the game Rust, 59 on GTA 5 (Suprisingly), didn't really try any other games. But after I did a benchmark and got a really low score with an average of like 34 FPS I started searching everywhere for solutions. Optimizations didn't work, everything people said to do I have already done... And then I looked up my CPU (FX 8350) compatibility with the 1080 and a lot of posts said that it can't handle such a powerful card and will probably bottleneck really badly. Confused, because I've seen people complaining about their low FPS of around 100... I googled for the best card I can get that would run really well with the FX8350 because I can't return that anymore (It's been over a month...) And I saw somewhere that a RX480 is a good match. So I took a drive to the nearest micro center and bought the card as well as my ssd (apparently it could increase performance.)
So.. Time for another format!! YAY! -_-
Okay so at this point I had everything important on my SSD; Windows 10, and the games I hope to be playing smoothly. So I reinstall a couple of my games and the results are horrible. They run a little better than they did on the 1080, but it's still really bad, FPS is all over the place and it's always under 40... I am so confused about this, my gtx 570 ran games pretty good, never even noticed lag or anything like that..

Cs:GO sometimes goes down to like 35 but stays in the high 40s, but throughout playing it spikes between 37-75, this is probably the only playable game for me atm.. x:

I don't know why but my msi afterburner onscreen monitoring doesn't show up in Rust.
On everything in performance and graphics turned all the way down I somehow just started getting 30-42
On everything turned up it's 16-22 fps.

My current build:

  • MSI 990FXA Gaming Motherboard
    CPU: AMD RX8350
    GPU: Radeon RX480 8gb
    PSU: Corsair RM650x 650 WATT
    SSD: Samsung 850 PRO 512GB

Any ideas what might be wrong?
I still have the option of returning the card.. Is there a better recommendation for the FX8350?
And note that I don't really know much about building pcs or specs, this is the first time I've ever ran a benchmark.

Don't run catalyst with nvidia video card installed, can be problematic. You might need an amd driver though, is there anything in windows update?

Also check your device manager, are there any components with a yellow or red sign next to them? If not you can skip the catalyst setup.

At one time I installed catalyst and there was a usb driver that came with it that I needed but didn't install the larger catalyst software suite or whatever the main component is called. If you need a driver in the device manager and it's usb then check msi site here for the usb3 driver (it's newer than the one on disc) or run the install disc and scroll down the list and install all 3 usb 3 drivers, you can also do amd drivers from here I think...

I'm running dual 1070's with the same cpu and same motherboard, I have it at 4.6ghz which is my current max stable and I also overclocked the crap out of my gpu's (+166gpu +1266ram) and benchmarked them with much much higher scores than you're getting. Maybe it's your psu failing, how old is it?

Also how old is your ssd? Is it used daily and about a year old? Mine just died recently from normal use, I suspect my vram and gaming and browsing were what killed it, (after about a year) every time I ran chkdsk it found problems, I had a second ssd I bought new on impulse, was going to clone my other drive but after it started failing that wasn't an option so I reinstalled windows on it and such and everything is good again.

I you are bottlenecked by your CPU changing your graphics card to a slower one or something better matched to the CPU is unlikely to make anything better.

Still it's weird, your results do seem low. How much RAM do you have, have you updated to the latest graphics drivers from AMD or Nvidia, do you have Vsync enabled?

When you turn all the settings and resolution right down low you should see the max fps you are ever going to get out of your CPU and then as you start cranking up the settings if you reach a point where the fps start sdropping rapidly then your graphics card is probably starting to limit the framerate (although the load on the CPU can go up a bit at higher res so it can still contribute.)

See, that's the thing.. All of these parts are literally brand new.. I bought psu, motherboard, and cpu hoping to save some parts from my old computer, but it turned out nothing could be saved. So a week ago I bought a 1080, the results were horrible so since I came to the conclusion that it was bottlenecking, I downgraded to the RX480 as recommended by a few people on google. They said it's probably one of the best gpus you can have with the fx8350.
Your benchmarks seem amazing to me.. I keep seeing all these people get like 130+ fps and they are complaining that it's low.. To me a steady 60 fps is insanely good.. o_o

I have 16gb ram, all updated latest graphics for the amd gpu, all of the updates clean installed on a clean formatted pc.

I just realized I never get the catalyst drivers.. Im not sure whether I need it or not but I'll try it out, and I'll also let you know if anything gets better with vsync off.
