Corsair TX650 Potential fan Problem?

So I have a Corsair TX650 PSU.

It's powering an quad core AMD CPU and a HD 7770.

On boot up, the fan spins for ~10 seconds then stops. Now I know this is normal as the TX650 (as stated on the Corsair Website) doesn't start spinning at all until 50% Load. However running 3DMark Firestrike, it didn't spin up at all. So I thought maybe the card wasn't drawing enough power.

So i switched out to a MSI GTX 670 Twin Frozr (2 6 Pin PCIE connectors) However running 3DMark Firestrike, the fan still doesn't start up at all. The PSU isn't really hot, however noticeably warmer when running 3DMark.

Any Ideas?

What's the old touch test?

The Corsair Website shows that the fan should kick in at 25% load, a GTX 670 must be pulling at least 25% load on a 650W PSU?

I'm going to run Furmark and Prime95 together to see if I can get the load high enough, and if I can't we'll see how hot the PSU gets without it's fan.

So I ran Furmark (1080P) and Prime95 (CPU Torture Test mode), and about 13 minutes in the PSU Fan finally kicked in...however not as I expected. It was an on and off cycle for the PSU Fan. It came on for 7 seconds, then went off for 13 seconds, it's been repeating this pattern constantly, and i'm now 18 minutes into this constant benchmark.

I have the PSU, Fan Side up, The fan side feels slightly warm (not even luke warm) to touch. The rear grating of the PSU feels the same. The side feels cold.

Is there a program that can tell me the PSU Temperature?

As for other numbers. CPU and GPU are both running at 100% and 99% Usage respectively. nice to see this FM2 Quad Core isn't bottle necking the 670. GPU temps are a between 73-75 Degrees Celsius constantly. CPU has 22 Degrees celsius thermal margin in it, on AMD Overdrve so that all looks good too.
