I have an AMD A10-7870k and wanted to buy a dedicated graphics card and I was wanting to buy either GTX 950 2gb or an RX 460 4gb I've heard that the RX 460 is slightly slower and gets lower FPS slightly but can be cheaper. Would a RX 460 4gb be a better by for mobas and CSGO and other games in the future since it has more VRAM then the GTX 950?

In theory, IF Directx 12 and/or Vulcan allow for the kind of improved performance everyone expects, yes the 4gb on the 460 will help. Right now it doesn't. That's because right now the kinds of games that need 4gb to run at high settings also need more videocard power than a 460 can provide. For instance, Doom using Vulcan makes a 4gb 460 look like a really good value, but that is the only game that does. Will more games be like that? Who knows?

Mobas and CSGO won't need 4gb in any case, if that's what you'll be playing then a 2gb card will do fine(at 1080p). I'd favor a less expensive 2gb 460 for these games over the more expensive 950.
