Best Intel CPU and Mobo for HD 5850

My old (since 2007) rig is composed of:

Asus P5KPL-AM SE
Core 2 Duo E7400 2.80 ghz (never been overclocked)
3 gb DDR2 RAM
HD 5850
Aerocool Strike-X 600w
BenQ VL2040a 17" monitor (1600x900)
Windows 7 32-bit

I bought a Sapphire HD 5850 (to replace my dead GTS 250). In DOTA 2, Assassin's Creed Brotherhood/Revalations, and 2K13 im experiencing lag but still playable nonetheless. Is this because of my old/slow CPU and RAM? What Mobo and CPU and RAM can you recommend?

My budget for each (i am clueless about the price so if you guys can get it cheaper, please do so):
Mobo = $65
CPU = $85
RAM = $55

CPU and GPU requirements are largely independent of each other. A GPU will let you run higher graphical settings at the same framerate, or a higher framerate with the same graphical settings, so long as your CPU can deliver that many frames too. Lower your settings enough and the 5850 will deliver whatever framerate you desire in any game. However, if your CPU isn't up to the task, the game will be slow, period.

Your board supports basically all 775 CPUs. You could drop in a Q9550 or 9450 and get a nice improvement, but these CPUs are not in the same league as a modern Intel CPU. An ideal upgrade would be something like:

Core i3 6100 (~$110)
B150 motherboard (~$65)
8GB DDR4...

The i3 6100 is easily the best CPU in that price range, and B150 is the cheapest chipset that supports it, that also may have up to 4 RAM slots. Get 2x 4GB DDR4 2133 or 2400.

thanks for the feedback.

regarding the Core i3 6100, it has 2 cores right? will that be enough? i have read in some thread that i should have at least 4 cores. can I get an i5 and will not worry about the procie bottlenecking my GPU or vice versa?

Change "some applications" to "all applications". Both i3 and i5 are quad thread CPUs. Both have similar single-threaded performance, but the i3 has less total throughout when all threads are loaded up. It's still a very respectable CPU.
