550Ti doesn't "boost" up to 970MHz while under load, but stays at an idle clockspeed of 405MHz

Hello,
I have recently noticed an issue with my GPU, which is that it's not boosting up to the 970MHz which provides good performance, but it stays at 405MHz in CS:GO. This is a real issue, as my fps is now 40-60 in game at a lower resolution (1280x1024) as opposed to 100 or so in game at 1920x1080, or 130+ (from memory) at 1280x1024. I know that it's not boosting up because CAM Overlay in-game says that the card is at 405MHz, temperatures are basically idle temps (30-35 degrees) and when alt-tabbed, MSi Afterburner doesn't show any increase in clock speeds anywhere on the chart.

Again, this has only happened recently. The only changes I've done recently (from memory) are a fix (in Powershell) for me not being able to right-click taskbar icons and some Windows updates (4 forced updates in 4 days) and changing the "active hours" or something like that so that it wouldn't do it in the middle of working. I have also changed some power settings to save some electricity when I'm not using the system.

LEDs: Some random 30cm cheapo red LED strip I found on eBay for like $2

This issue was fixed yesterday by a GeForce Experience / GeForce Driver Update to my graphics card, but as of today (A restart) it is now broken again.

Any help is appreciated.
 
Solution
The other thing you could try is rolling back your drivers a few versions - perhaps the boost on that card isn't working well with the latest set.

Thanks for taking the time to provide all these details. It's almost always helpful when asking a stranger to troubleshoot.

I don't want to come off sounding like a dick, but that GPU was release 5 years ago. Occam's Razor in mind - it's probably time for a new card.

I do realize the card was released a while ago, but I was planning on upgrading around Christmas as I'd get some money around that time. I still live with my parents (I'm under 18) so it's not entirely my call on buying one, and my parents said they'd buy one for me at Christmas as they're struggling for gift ideas.

Another note, it was given to me by a friend who bought a 290x ages ago and still had it lying around. I only built this rig recently.

I rolled back the driver once then did a custom and "clean" install of the latest ones, one restart later, and a sleep and it seems to work fine. I'll get back to you and double-check then, as the system hasn't really been off.

I believe this issue is solved. Overnight, I shut the PC down, and the next day, after launching CS:GO, my FPS is back to normal, along with reasonable temperatures and a specific clockspeed of 969MHz, which is normal with my card.
