Gpu not working to its fullest during games

gpu is working very weirdly. I tried to oc it and pretty much failed.(tried using nzxt cam then msi afterburner). I could not oc it very much without it crashing. After i gave up and im pretty sure set everything back to normal i tested it on heaven benchmark. The score was as usually and gpu was loaded 100% of the time. Now when i went to play a game like bf4 or the forest my gpu kept going from 0% load to 100%. I dont think i saw any fps difference though which is weird. at least from what i noticed. Also the hotest my gpu has reached was 74c with fans at 70% so i do not think temp is a problem. My gpu is an rx 480 4gb version. My cpu is an fx 6300. 8 gigs of ram and gigabyte ga-78lmt-s2. Also i know for sure when i played bf4 before it was at 100% load at all times.

No help on offer but confusion.

What is the problem? You mention trying to overclock, fps monitor recording certain values not to your expectation, and agreeable temperatures.

Game demand can change throughout, so it isn't too surprising the load on the graphics card changes at different points of the game. (I have loading screens which suggest the card isn't used at all, 0%, when there are changes onscreen. I put it down to how the fps monitor works and not the graphics card.)

As is, the only things I can think of are whether you've underclocked when trying to revert back to normal settings or changed graphical settings for the games.

When oc'ing my rx 480 I could only get it to maybe 100+ MHz before crashing and when I gave it more power it just crashed faster so I put everything back to normal. But now when I play bf4 it's load would go from 0-100% and back like 10 times a minute. And before the oc it would just stay at 100%. Also how would the cpu affect my gpu and how much it could load?
