GPU Clocks are not working as they are supposed to

My gpu clocks are not working on some games. The games are mainly TF2, CSGO, and L4D2 the gpu clocks on those games are not working as they are supposed to. When i got this computer i can run tf2 in 144fps with v-sync, but now i only get 10 fps. I can run warframe though and warframe is much heavier than the games above. In TF2 the gpu clocks only use 135mhz but on warframe it uses max. It might be because my stoarge is HDD and not SSD or SSHD, or it also might be when i accidently cut a cable for 1 fan when i tried to change the fan place.
Here are my Specs:

-Intel Core i5-6400 2.7MHz
-Nvidia Geforce GTX 970
-16 GB RAM
-2 TB HDD Storage

I tried reinstalling the driver and it didnt work, I even tried to downgrade the driver version to 362.00, still didn't work
