I have just removed the old thermal paste from my cpu and applied some new thermal paste. I am using artic silver V. Is it usual for temps of cpu to spike from 30ish idle to like 50ish when loading skype and then drop again?

Solution
PCPP is pretty good with it's compatibiliy checker. Doesn't see any issues with the cooler in that case:

CPU Cooler: Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler ($24.88 @ OutletPC)
Case: Deepcool TESSERACT SW RED ATX Mid Tower Case ($46.98 @ Newegg)
Total: $71.86
Prices include shipping, taxes, and discounts when available

In fact, there's a builds on PCPP with the cooler inside that case:

Fits pretty well.

Depends on a bunch of factors, but CPU use will spike when you open a program - which may play through to an increase in temperature.

20'C of a spike seems excessive to me though.

How did you idle temps look before you re-applied the paste? You're sure you seated the cooler correctly?

Thanks for reply, the temps were just as bad which was the reason for me re-applying it. i got up to 96 degree c when using chrome, skype, speccy (too check temp) and a virtual machine. I am using a intel i7 4790k. I am also using the stock cooler however, whilst stock coolers are not great, it never used to get anywhere near this hot. :S

It certainly shouldn't, you're right.

You may have a cooler that's on it's way out - or very poor case airflow (but if nothing else has changed and temps used to be fine, then it's likely the cooler).

Luckily, a replacement aftermarket cooler that'll outperform the stock cooler is not a huge investment......they can be had for somewhere in the $20-$40 range (note, your case may limit the height or other dimensions that are usable).

Thanks for the suggestions. I have actually been wanting to get the 212 evo however not sure if it would fit in my case. I have a pretty bad and cheap case. It is the red version of this... https://uk.pcpartpicker.com/product/3MPfrH/deepcool-case-tesseractsw
