Did you literally go in and buy the most expensive thing you can find in every category? because this build is not only a waste of money, it won't even work right. You have Titan Z cards in there which are 2 generations old and more than twice the price of the current Titan X pascal.

At a minimum fixing it so its functional brings you down a HUGE amount of money

That's an expensive build, but wont even get you great performance in games. If you want the top of the line system, without being ridiculous to the point where its not as functional, than you are going to want to go with more mainstream newer parts. Those dual xeons wont perform as good as a $300 cpu in games. Here is a build, that will give pretty much the best performance in games, without being too ridiculous. This will be much more powerful than the system you showed, and if you really wanted, you could add another Titan X Pascal for 2 way sli, however a single titan xp will be able to play 4k mostly high settings.
