High CPU usage with a i7 6700k

I notice while playing dying light my CPU usage was at the same as my i5 4690k around 60-80. I am confused about this seeing that this has hyper threading and 8 threads. Why do I have the same usage? This CPU is suppose to handle games of this year and before great and allow even 1080p streaming too great isn't it? So why do I get such a high usage with just playing the game alone? Not even running any other programs too :/

16 gigs of ram

Dying Light can take advantage of hyper-threading - so with the same range of CPU usage, I would expect you're seeing better performance? Higher settings, great FPS etc?

When comparing to your 4690K, were you using the GTX 1070 with both? What does GPU utilization look like?
If not comparing with the same GPU, your older GPU may have been holding back the 4690K (GPU @ 100%, CPU at 60-80%) vs the 6700K + 1070 (new GPU near 100%, 6700K at 60-80%). Just a guess.
