The power consumption of the CPU N3700 mentions that the max TPD is 6W. Therefore i bought this Asrock and i measured the power consumtion, it is between 27W and 35W.
Yes i have well unplugged all other disk, usb... the power ATX 24-pin is plugged on the motherboard and the small "power sw" to start my PC, when i start i see that the power consumption is too high.
What could be the reason ?

Also i noticed that when i shutdown the PC(only ATX 24 pin cable plugged) it is consuming 3-4watt, whereas i expected at least 0-1W.

The reason i bought this motherboad is due to its CPU N3700 soldered on the motherbard for this power consumption.

The cpu actually uses less then 6w most of the time. The other things you need to consider is the other motherbd chips. They dont work on free energy. :) Audio, Network, Chipset, Graphics support... all use up energy too. Nothing works at 100% efficiency. Every single little thing on the board uses a bit of energy, even the traces.

Hi popatim,

I agree with you, indeed, i already took into account other components on the motherboard but, i compared this Asrock N3700 with 2 others motherboards :
- one is the HP ELITE 8000 SFF with LGA 755 socket having the CPU E8400 with 65 watts...finally it consumes between
'25 and 35 watts' with 2 HDD of 3.5" and 1 SSD 2.5" running.
- second is a Asus p8h61 evo with i7 2600k with 2 HHD 3.5" and 1 SSD 2.5" running between 45watt and 75 watts.

I could say that my preference is for the HP 8000 SFF due to the power consumption and the performance.
Asrock Pentium N3700(Windows 8.1) is very slow even it is a quad core compared to the HP ELITE 8000 with a core 2 duo(Windows 7 Pro)

Lastly, Asrock N3700 does not accept Windows 7 Pro , but Windows 8.1 due to the components on the motherboard.

PS : If you want to use Windows 7 Pro and run (like me) Vmware server, i DO NOT recommend this Asrock.
