Can a FSP 250W PSU handle a RX 460 2gb and all my other components?

So im planing to upgrade my gpu to a rx 460 and my PSU. im on very low budget and i can only spend around $35 for a PSU. i contacted a local store to find out a PSU for my buudget that can handle a rx 460 and all my other components and they recommended me the FSP 250W PSU. they told me it will be able to run my entire system without any issue.Is this true?

my specs:
CPU: Core 2 quad q8400 2.6ghz
RAM: 8gb (2*4gb sticks)
Motherboard:ASROCK G41M-S3
