780ti will not install drivers correctly / Having warning triangle in device manager

I have looked for hours for a solution and reset my PC twice because of this issue.

It's 1 am on a Friday because i am still trying to solve this, so i'll try to do my best explaining this:

First time I noticed a issue with my gpu was when I went to launch CS:GO it immediately closed after a black screen and a box popped up with the message :
"Your graphics hardware does not support all features (CSM) needed to run this game."

I checked Geforce Experience and saw I had a driver update. I update the driver and restarted my PC. When I launched Geforce Experience the same driver was available to install even though I just installed it. Afterwards I tried manually upgrading and even downgrading the drivers (Which didn't do anything after I restarted my PC) and even did a fresh install of windows 10. Afterwards I look in device manager and see my GPU with a yellow triangle displaying that there is a issue with the card, I have tried disabling and uninstalling the card from device manager. MSI afterburner will not detect the card either. My motherboard BIOS is up to date as well.

From these results I can think of 2 issues, The first being my GPU is dead or not working. My second is the PCIe slots on my motherboard have some issue. Neither of these conclusions make sense to me because windows still detects the GPU under device manager it just not running properly.

If you know a solution to this problem please help me out and thank you for reading this thread.

Specs:
CPU: Intel 4770k
GPU: gtx 780ti
Motherboard: asus z-87 deluxe
Ram: corsair vengeance 16 gigs
Storage: 500gb SSD and 2tb HDD

 
use ddu to completely flush all graphics drivers from your pc. sounds like you might be having some kind driver conflict.

use the recommended safe mode restart method.

if you had an amd card installed before it will likely also detect leftover amd drivers, so you would need to run it twice to fully remove everything. dont bother running it for intel.

reinstall the latest nvidia drivers after.

I have followed nikoli707's steps exactly and after I installed the latest driver device manager still detects a issue with the GPU and I am having the same issues as before.

Yes it does I have tried disabling it and uninstalling it, I believe my GPU is dead and I am running my onboard graphics through my GPU if that's even possible.

I have tried to find a switch I could not find it. Maybe I am just blind or the tubes on my water cooling might be blocking it.
Its a PNY 780ti super clocked

Alright, I cannot plug my GPU into a different pcie slot because of it being water cooled. For me to actually move it down a slot I will have to disconnect it from my loop. I will try turning off igpu right now.
 
well, you could carefully drain the loop and just quickly test the bottom pcie slot if you have to without putting the card under load. sounds like the card might be dead. as a last resort you could try any other computer you can get your hands on. it shouldn't need a cooling solution if you are just testing for desktop display purposes.

Ok so I turned igpu off in my bios so now it only runs pcie. Also I have switched the power pins on my psu that lead to my gpu. Did not fix it :(

My cpu is in this loop as well. I am not sure if it is a good idea to let my cpu run without water cooling it. I was already planning to upgrade my 780ti to a 1070 before this, so it is not a big deal purchasing a new gpu.
