Slight Confusion about Graphics Tablets

I was recently doing an online course in video game development and one of the topics was digital painting in Photoshop and the guy was using a graphics tablet. So i had a look around and the Wacom Intuos seems to be a good all-rounder.

For users of the type of Graphics Tablet without a screen, my question is (and i hope its not stupid but i couldnt find the answer elsewhere) say i draw a circle on the screen then lift up the stylus and move my arm. How do i get back into the circle to draw something inside it? Does the cursor follow the pen even when its not drawing or how does this work?

Greetings! I believe the tablet is touch sensitive to the stylus and will only operate when induced to. I may be wrong, but it would surprise me if the cursor does something other than what you have instructed it to do.
