Bios detects hard drive but won't boot?

Hey guys, an issue with my pc. So recently I had to replace my hard drive because of it having too many bad sectors. It's been 2 weeks since then and it's been fine until yesterday. I can access bios by pressing delete on startup and my bios detects my hard drive. I can select the option to boot from my hard drive, but when I restart my pc after saving the boot options it just brings up a black screen with a blinking underscore on the top left.
Specs: windows 7
Cpu- amd fx 8350
Gpu- r9 280x
Mobo- msi 970 gaming
Ram- gskill rip jaws x 2x4
Hdd- wd blue 1tb

I need a solution asap with school etc. I feel like it needs replaced and I don't have the money to do so. Basically I'm in a tight spot, thanks for the help in advance.

Honestly could be something as simple as something shorting out, just to cover the basics try unplugging everything from your USB ports, Mouse - Keyboard - - Adapter - everything and try starting the PC then. If it boots then your problem lies somewhere there.

Quite recently my girlfriends mom's computer got stuck at the black screen with the blinking underscore and it turned out that the wireless headset USB dongle was shorting out and not allowing her PC to boot. After removing it (in fact all i had to do was swap the USB port it was in after figuring out the issue) then the problem was fixed.

Try changing the boot priority in your BIOS, making your HD #1

Also make sure you don't have any thumbdrive/flashdrives plugged in during boot, sometimes the computer gets confused and trys to boot from them automatically. Hopefully this helps.

@Tumeden I already have the hard drive selected as the first option. I don't have any usb drives connected or cd's in the disk drive, however I have my keyboard, mouse, and keyboard adapter connected via USB. Would that possibly affect bootup? I should also include that usually a few hours after the failed bootups it has corrected itself. But then eventually crashes and I go through the process again.
