What operating system are you using?
i'm going to assume windows 7

click start and type:
Network and Sharing Center

and then select that option
Then click Change Adapter Settings
There you will see something like Local Area Connection, right click and click properties
Then double click IPV4 from the list
The option: Obtain DNS server address automatically, should be selected be default, if its not, then select it and click ok.
If it is already selected, then select the other option and enter 8.8.8.8 and then click ok and try browsing to see if that fixed it.

ANOTHER thought...
open internet explorer >> gear icon >> internet options >> Connections >> LAN Settings >> only Automatically detect settings should be selected, everything else deselected.

I hope that helps.

I have windows 10 and I've already tried that and it did nothing but i did fix it for a couple hours by formatting the drive and installing windows 10 again but it came right back when i was playing a game called DayZ idk if that has anything to do with it lol

could you possibly have any proxy servers running? are you able to ping other machines on your LAN?
can you try pinging google.com if that fails, try pinging 8.8.8.8.

I ping google.com just with the dns info you gave me it shows and the packet received are always different

C:\Users\tomdad4>ping google.com

Pinging google.com with 32 bytes of data:
PING: transmit failed. General failure. <--------- Every time i try to ping it i will get 3 of the transmit failed
PING: transmit failed. General failure.
PING: transmit failed. General failure.
PING: transmit failed. General failure.

Ping statistics for google.com:
Packets: Sent = 4, Received = 0, Lost = 4 (100% loss),

And if i put a static ip in with the dns server ip you gave me it says i have internet and it says dns server not responding when i diagnose it but i still cant connect but i still can ping google and i get

C:\Users\tomdad4>ping google.com

Pinging google.com with 32 bytes of data:
Request timed out.

Ping statistics for google.com:
Packets: Sent = 4, Received = 1, Lost =3 (75% loss),

Its funny I have similar issue with my IP camera NVR, its always 25% to 50% loss and we diagnosed it to bad hardware, the replacement is on its way.
I almost want to say your NIC is bad. Most likely it is integrated NIC, do you another one laying around that you can pop in and test? or a USB to Ethernet dongle or perhaps USB WIFI dongle?

No i don't have one laying around but like ive said i had to reset my windows 3 times and on the third time i thought of formatting the drive so i did that and what do you know it works and it goes out a couple hours later i think its software.

another way to rule out software issue is... either burn a dvd or make a usb of live OS like Ubuntu or Elementary OS and boot from it. It will boot into working desktop and play around internet for a while to see if it still work or not.

I found something weird maybe it has to do with this but i typed this netsh wlan show profiles into cmd and i got "wired auto configuration is not running dot3svc" Then i typed net start dot3svc and it said access denied. Do you think this has something to do with my problem? btw im downloading Ubuntu but i have shitty internet and it keeps going out so idk when it will be done

Sorry the new NIC didn't fix your problem. Perhaps, its not your PC. It could be the router it is plugged into or the wire. Can you perhaps try a different port on the router and try a different Ethernet cable?
