Okay I have a limited budget of 360€~385,390$ Gonna use PC for heavy tasks like rendering, video editing and after all gaming. My options. Graphics will be bought in about 2 months(1060 3GB)

i7 3770, some Z97 cheap mobo, 8 gb ram, samsung 850evo,amd some psu.

secind option:

i5 6400, b150 cheap mobo,16GB DDR4 GSkill Ripjaws, samsug evo 850 Ssd.

which one shoud i go with?

With that used MSI motherboard (if in good working order) is the 3770 imo the better option looking at what you spend.
I liked the i5 6400 partslist with that 16gb in it. The i5 6500 isn't worth the amount more it seems to go for.

Looking at Amazon would i look at something like this for a psu,
https://www.amazon.de/Corsair-CP-9020101-EU-CX450M-Teil-Modular-Netzteil/dp/B019NWTCEA/ref=sr_1_5?s=computers&ie=UTF8&qid=1476696761&sr=1-5&keywords=Netzteil
or
https://www.amazon.de/Seasonic-SS-430GB-Active-S12II-430-Netzteil/dp/B0028RC9NE/ref=sr_1_22?s=computers&ie=UTF8&qid=1476696835&sr=1-22&keywords=Netzteil
For video editing an i7 would be the better choice. Make sure the motherboard matches the cpu though, you listed the i7 3770 and a z97. 3rd gen intel uses socket 1155 motherboards, the z97 is a socket 1150 motherboard and won't work with that cpu.

Unless you need features on a specific z series board (like sli support) or it's an incredibly good price there's no real advantage paired with a non k cpu. The non k cpu's don't overclock and that's the primary reason for z series motherboards. In other words don't pay extra for a z series if going with a locked non k cpu.

I'll probably buy evga's 500w 80+ psu from amazon, that's kinda the only thing I can buy from there since im from Serbia and shipping rates and Customs taxes are freaking high...

I ment Z77, also are there any major differences between ddr4 and ddr3? I read somewhere that you should always pick newer parts...

Look at some reviews about the i5 6400,look at what you want to use it for.I think that the newer architecture just might make up alot for the extra power the i7 provides with it's hyper threading. Not in all programs used, but in some it will.

That's the main prob. im facing rn, I've watched dozens of vids but i tought i'd ask for first hand opinion here. I've been on Phenom X4, 4gb 1333mhz and gt440, this is a big step over and I wanna be safe for about 3 years and longer before I build next pc, but I dont know much about CPU's...

Vic 40 brings up a good point. However hard to say, the i5 6400 is newer with a platform that may provide improved features but it's not hyper threaded and clocked slower. There's still no real reason other than maybe sli to go with a z motherboard for a non k cpu. It won't hurt anything but if it's priced higher than an h series board it isn't worth it. There's room for improvement with a skylake i5 build where a 3rd gen i7 there really isn't, the i7 is already at the top end of that platform.

Hard to find direct benchmarks between 3rd gen and 6th gen cpu's or those type of benchmarks for the i5 6400. Most benchmark comparisons tend to go with either a comparison of i7's across several generations and don't include the i5 or they cover 4th to 6th gen cpu's and skip the slower chips like the 6400 and 4460 and instead include the 4670k/4690k and 6600k.

If going skylake I'd suggest taking a look at the i5 6500 at the least, usually it's not much more expensive than the 6400. The 6500 is 300mhz faster.

At stock speeds even 500mhz. For what "little" more it costs is the i5 6500 a good choice.I like the 16gb of ram in that choice too. From what i know is more ram also preferred with rendering and such.

I like "Z" boards. they not just allow overclocking of the cpu, they allow non "K" cpu's to run max turbo on all cores, they also allow to run higher speed ram. If a "Z"board is available for not alot more is it imo also a good choice.
But you seem to be on a certain budget so you need to keep that in mind.

Can the DDR4 at 2133MHz make up for i5 being weaker? I've looked for benchmarks but they're mostly gaming oriented so it doesnt provide answer on which is the best buy, anyway prices of parts here

i7~130, ddr3 8gb~55,60, mb if z77~130$ maybe can find cheaper, ssd~65

i5~175$, ram 8gb ddr4~45,mb(b150~60,70,h170~80,85$)

i5 6500~230,235$ no used ones, just new, same for mobo's. I found msi z97 gaming pro for 85$ used.
