Whats Your Budget? If you arent going to overclock, you dont need a third party cooler.
the cooler that comes with the cpu is ugly and since the r88 has a window It would bother me seeing that cooler :/ and I think in about 4-5 months ill change that cpu with a i5-6600 k so it will be kinda useful .
If you are upgrading to an i5 then thats youre problem sorted because the i3 isnt the best for gaming, as now games are requiring 4 physical cores. That said, whats the motherboard you want to get?
I also dont think that getting an i3 now and then upgrading in 5 months is a good idea. In my opinion you are wasting money, as you wont be able to get the same amount of money for it.

, I cant afford the i5-6600 unless I get the gtx 950 strix at the place of the 1060 the difference is huge so its better imo to go with the i3 and the 1060 than the i5 and the 950.
How about an rx480? I know that the 1060 is slightly faster at a slightly higher price, but the rx480 has better dx12 support, so in future games it will be faster. How long before you plan to upgrade. Also consider getting a better psu, the vs series isnt the best.
the Rx480 is slightly more expensive in my country so tmy budget says nope to that ! ill upgrade the build after 4-5 months and about the psu woule the corsair cx430 be enough ?and one last question which is more important in a gaming PC The cpu or the gpu ?

if the purpose of your pc is solely for gaming, then the GPU, however as the CPU does everything that the GPU cant in games, you need a good one of those aswell. For gaming, nothing more than an i5 is needed. Even for things like Video-Editing and Rendering, an i5 will do well. An i7 is only for heavy multitasking, and doing it all at the same time, so rendering, video editing and gaming at 60fps. As I am not sure about how much money you want to spend, and in what country you live, I cant tell you the parts that you should get, however a 1060 and an i5 6600k will do well together. For the PSU, the system only takes as much as the components need. For example, if youre system needs 300w and youre psu is 1000w, the system will only be consuming around the 300w. The efficiency rating, and if the psu is modular or not, is what you should be looking for. The better the efficiency rating, the less extra power your psu has, is wasted. If you have a modular PSU, that means you can take out the cables, so you wont have a bunch of cables you dont need in your system. Semi Modular means that you can take out some cables. When I said you might want to upgrade your psu, I meant get a better quality one. One that I have in my system is the xfx ts 550w psu. If you dont mind, tell me which country you live in and how much you want to spend on a psu and I'll recommend one.
