system unstable: freezing issues, maybe motherboard problem?

My issues:

my pc is having issues when booting up, all of the following things i have noticed that can happen, and it often gets stuck at one of them:

- mobo CPU debug light is on. (mobo cpu debug light)
- mobo VGA debug light is on, if it's stuck on either of these, the fans are spinning but i get nothing on my screen, not even the bios part (mobo vga debug light)
- when it gets past this, sometimes windows tells me something went wrong and asks me to troubleshoot or restart (windows message)
- finally if i get to a normal bootup, the screen can randomly freeze, but only during like the first 15 or so minutes. This happens more often when a game is running.
- if i make it past 15 minutes after boot up, i usually don't encounter any issues anymore
- waking up from a sleep/hibernate seems to reset above line: I can experience the freezes again after a wake-up.

this started happening a couple of months ago, but the first few weeks there were no issues, and then they increased in frequency over time.

Things I have tried so far:

I am not really experienced with this sort of stuff. also internet could not really give me a similar case... but I have tried:

- removing the ram sticks and placing them in another slot. Also tried MemTest and it did not give any error messages.
- starting up without the gpu in slot.
- replacing the gpu with a newer 1070 model.


My guess is that it is related to the motherboard, but since I am hesitant to order a new one just to test this, I would like your opinion on this.
If there is anything you want me to test/perform to get to a solution I will gladly do this, getting quite frustrated with this issue...
