League not using gpu to its full potential?

I own a gt730 gpu and when i play lol i get around 40-10 fps when my friend with the exact same card and an intel core 2 duo (as dated as my cpu) is getting 150-100. is there any way to fix this so my gpu is being used more efficiently. It runs around 40%.

CPU-Amd athlon x2 64 4800+ (I know its old)
Gpu-GTX 730
RAM-4gb
PSU-300w
 
Solution
It is botlenecked. If its hhitting 100% anywhere, you have a bottleneck.
If you have an EVGA card, forget afterburner and get precision.

How much is the CPU being used? If it or any of the individual threads are at 100%, the CPU is botlenecking the CPU. Otherwise, the other system could have turned down graphics settings. Maybe try turning V SYNC off if its on?

V SYNC is off, and in game it only uses about 20% of the cpu

temps on my gpu, i have 4gb of ram, and i have msi afterburner but have never used it if you're suggesting i overclock.

No, I was suggesting uninstalling it, because past profiles could be messing with your new GPU. When play the game, run task manager at the same time. See if your RAM usage goes up to or near 100%. If so this is your problem. 4 GB is not a lot, how does it compare to the other system?

usage stays about 70% in a game,and the other system has 4 gb of ram also

Which core 2 duo does he have? Your CPU is based off of 65 nm trasnistiors, but the core 2 duos can go from 65 to 45 nm. If he has one of the 65 nm CPUs, his is much better than yours, expecaily in per core performence.
If this is not the case, all I can say to to do a clean install of the drivers and if that doesn't work, a clean install of the game.

Kboost wont enable on evga and i have no clue how to enable it on afterburner. Seems like nothing is working :(

If you don't have and EVGA card and you installed precision, it wont work beyond basic overclocking.
I was mistaked earlier, Afterburner doesnt have it by defaul, whcich is whay you couldn't activtate it, but you could follow this guide: https://hardforum.com/threads/evga-precision-x-k-boost-with-msi-afterburner.1898107/
The warnings it referes to apply to all overclockng, but not really in your case, becuase you never OCed (i think)

I do have an evga card, and kboost oddly wont work but i noticed something in game. My cpu usage would go from 80% and sometimes both cores lock at 100%. and ram usage is around 3gb in game. Is there any way to decrease that cpu usage so my gpu can perform better or is it just "bottlenecked"

your cpu is too weak, only ways around this is to overclock it or upgrade

i have $50 to spare on a new CPU. i have an am2 socket. Whats the best CPU (prefer quad core) i could get for the money that wont bottleneck?

You won't be getting much of an upgrade from that. AM2 is not too good, its far too old for an upgrade, it aboutwhere your CPU is now, even that mtherboard won't yeild much. It will still be a significant bottleneck. You're looking at more like $150 for a CPU, motherboard, and RAM combo that won't force you to upgrade imedaiatly after getting a new GPU (less money in the end).
