installed 16gb of ram only reading 8

toshiba satellite c55-a5302. I installed 2x8gb of ram. But when i go on installed ram it only shows 8gb(7.88 gb usable) Is there a way to fix that. Windows 10. 64 bit operating system, x64-based processor
